templating and then the processing jsp

Hi,
I am maturing and understanding templating, now as a next maturity question that arises in my mind is how a template file say [foo.vm] is first templated/translated and then handled by a JSP engine.
and is it possible that we can attain this in weblogic or any other server for that matter...

so this is what i want

template file ------[velocity engine translate it]-------[outputstream- this input stream is a valid jsp page]-----[ JSProcessor processes it as a normal jsp file]-----[printed out to the browser]--STOP

i am looking out for solution that does all this independent of application/web-server. any idea how to attain that...without hitting the performance of my server.

thanks,
