[I] new feature: support split `Buffer` into chunks [opendal]

   ### Feature Description
   
   `Buffer` can be considered as a `Vec<u8>`, sometime we want to split it into fixed chunks.
   
   ### Problem and Solution

   This tool is helpful to split `Vec<u8>` into chunks, we can refer to it.
