suexec hook ordering (was Re: seeking for a developer to commit a patch)

The patch is simply changing the hook ordering of get_suexec_identity so
that UserDir users will override SuexecUserGroup users.  I believe this is
how it worked in 1.3, and it appears that the intention was to make it
work the same way in 2.0.

The patch is obvious enough, but I'm not in a position to test suexec.
For anyone who can do a quick check on suexec, this should be an easy
patch.

It seems to work fine on a server with about ten domains, but I cannot 
do a reliable test for every "exotic" situation.
