Note that new projects are already listed as "new, monthly through
xxx" at the end of section 2.
In the case of Kibble and Juneau, they are "through January", but they
are now in the Feb group.
So in theory they will also have to report in Feb.
Similarly for other new projects.

Just want to point out - the reporting for 4 months thing is actually what
we do in the incubator as well, assuming the entries are put in the right
months. I've seen this cause a more balanced reporting scheme (when I
first started to shape this, 50% of podlings were reporting in period 2,
~25% in the other two slots, right now I think it's about 30-35%
distribution).

As well they should be!

The previous algorithm for assigning projects to reporting periods
created unbalanced quarters. The new algorithm (designed by Craig,
approved by Phil, implemented by me) will strive to keep the months
balanced even in face of retirement and bursts of new projects, at the
potential expense of the first reporting cycle being shorter; even
potentially working out in some cases to be "report monthly for FOUR
months, then quarterly thereafter". The algorithm attempts to
minimize this occurring, but initially it is working to resolve the
imbalance between months.

Also note that the project should be called "Juneau" not "Junea".
