another SpamAssassin tweak for apache.org

This should also help some:

  score MIME_HTML_ONLY_MULTI 4.5

  (the rule matches multipart messages that have *only* HTML parts)

The rule is pretty darn accurate (99.96% in the SA corpus) and I can't
find any non-spam hits on my Apache lists.  It would raise the score a
fair amount for about 20% of my moderation load.  If you don't mind
blocking those messages, just give it a score of 10.

For me, the messages that seem to keep gettting scores > 5.0 and < 10.0
are Chinese big5, HTML, base64-encoded messages.  86% of *those* match
the above rule with no collateral damage that I can find.  If we could
safely block all of those big5/html/base64 messages, though, it would be
better.  I can supply a rule if that's desired.
