Just adding a testing report here... It appears the workaround Jan posted no longer works!

guacamole-server: git master (1.1.0 prerelease; c97b8f2)

guacamole-client: git master (1.1.0 prerelease; 720c0bd)

Server-side OS and dependencies: Ubuntu 18.04.2 with Zulu OpenJDK 12.0.2 (Zulu12.3+11-CA) and Tomcat 9.0.16-3ubuntu0.18.04.1. Reverse proxied (and TLS terminated) using nginx 1.14.

Client device: iPhone 11 Pro Max running iOS 13.3

I built the .war, deployed it to /var/lib/tomcat9/webapps, and edited /var/lib/tomcat9/webapps/guacamole/app/client/directives/guacViewport.js to apply the patch Jan and Robin refer to above. I then went into Settings -> Safari -> Advanced -> Website Data and deleted the data for my domain where Guacamole is deployed.

Then after logging into my Guacamole account (RDP -> xrdp -> gnome3), I have no mouse control. The image displays fine.
