This first patch provides Facility "Carrier Shipment Methods" tab for manipulating the FacilityCarrierShipment entity so that it can be used to store supplier carrier shipment methods.

The functionality for retrieving the carrier shipment methods from FacilityCarrierShipment will be supplied in another patch.
