Character encoding

I have forte CE2.0Beta with integrated tomcat.
When I try to compile JSP's with characters like ö,ü,ä the compiler
writes two characters (unicode???) for one of these German ones.
Does anybody know how to configure tomcat to not use unicode for these
characters?
