is tomcat 3.2 supported in struts 1.1?

Is Struts 1.1 going to support Tomcat 3.2?

I get the following problem starting 1.1b-2 using Tomcat 3.2:

java.lang.ClassNotFoundException:
org.apache.struts.util.PropertyMessageResourcesFactory

Is there a way to get around it?
Is the final version going to fix this?
