latest incubator jar file

Not sure if a JIRA is needed for this,but

Im trying to sign the may-8 incubator-activemq-4.0.jar and the jar signer
fails on a duplicate entry for
META-INF/LICENSE.txt

Looks like 2 copies of the Apache 2.0 license.
