left to right vertical layout mode
It is normal to position floating shape by input number in size and position
dialog but mouse-drag is not working on left-to-right(vertical) layout mode
(Traditional Mongolian layout).
please test the file I upload.

I can confirm the described defect.
It already occurs in OOo 3.4 Beta - the version in which the Traditional
Mongolian layout has been activated.
It looks like as if this layout direction is not correctly considered on mouse
and keyboard events for changing the objects position.
