I am acting as the release manager for Apache Rat 0.12. As part of this job, I have deployed the proposed release files to repository.apache.org. A staging repository "orgapachecreadur-1002 " has been created automatically.

Now, my next step would be to close the repository. However, if I try to do that, an error message "1 rule failed: Apache Rules" appears in the Activity Log, and the repository remains open. As a consequence, I am blocked from completing the rellease, because creating a new staging repository is also impossible until the old one is closed.

What are the "Apache Rules"? What should they enforce?
