I think this is wrong and should be reopened. The JavaDocs is not an official source of the Java SE API. For instance, JAXP 1.4 is part of Java SE 6 [1] yet the JavaDoc [2] does not list some of its packages like org.w3c.dom.traversal
My understanding is that Felix should export all of JAXP 1.4 in the system packages of the JavaSE-6 environments (and likewise for the other environment version combinations)
