[PATCH] dbpsml - typo in torque build.xml

Hi,

The reference to xerces in the bin/torque/build.xml file is wrong -
it is looking for xerces-1.3.1, but should be xerces_1_3_1

I think that ant-1.3 used xerces - thats why I did not see it last
time around - I am now using 1.4, which uses crimson...
