[Shared] [Codec] Creating possibly temporary API/SPI packages for convenience

A heads up ... I'm creating some new packages like I did with model in
the m1 branch. This time inside the codec area to at least for now to
physically separating some classes. This might go away later who knows
it just seems like a good step at the moment.
