How phoenix knows if files were extracted from sar or not?

Hi,
the question in subj. related to the problem of shipping phoenix application
to end user. Is it possible to tell phoenix not to overwrite existing files
when it extracts them from sar for the first time?
E.g.
there is:

apps\myapp.sar

    and

apps\myapp\SAR-INF\config.xml

can it be done so that config.xml will not be overwritten when sar unpacked
for the first time?

No files wil be overwritten when installing application for first time (or any 
subsequent time after that).
