[Bug 6505] New: restart spamd after sa-compile

The documentation of sa-compile does not state, if spamd has to be killed and
started again, after sa-compile is executed.

Can't hurt to add " Additionally, "sa-compile" will not restart "spamd" or
otherwise cause a scanner to reload the now-compiled ruleset automatically." to
man page.

I suppose, for completeness, it could, but that seems a bit redundant. 
sa-compile is fairly useless without first running sa-update, and the man page
for sa-update implies that a restart is necessary.

"Note that "sa-update" will not restart "spamd" or otherwise cause a scanner to
reload the now-updated ruleset automatically."
