org.jruby is the JRuby group id
JRuby's add-ons are all stored in the jruby-extras project on rubyforge, presumably to take advantage of the hosting environment there.
I'm a developer of one of these extras.

Rubyforge is just a hosting environment, and we wouldn't want to have to change the groupId if we happened to host it elsewhere.
