[PR] HDDS-11556. Add a getTypeClass method to Codec. [ozone]

## What changes were proposed in this pull request?
Each Codec<T> corresponds to a specific type T. It is useful to add the following method to Codec. Then, the DB definition code be simplified; see HDDS-11557.
```java
/** @return the class of the {@link T}. */
Class<T> getTypeClass();
```
