[PROPOSAL] Minor change in static content folder structure

Hi all, I have a proposal for a small change to the current layout of the static content directories in rave-portal-resources:

From:
...webapp/css
...webapp/images
...webapp/script

To :
...webapp/static/css
...webapp/static/images
...webapp/static/script

Why?  This will allow better configuration of Rave extension projects to control caching, authorization (or lack-there-of)  etc against one top-level directory that contains all static content : http://localhost:8080/portal/static/

Any objections?
