Traffic Server doc web site is now updated from svn

The Traffic Server doc web site has not been updated in the past few 
days since the cron job was disabled by the admin:
http://incubator.apache.org/trafficserver/

I've modified the cron job so that it now executes according to the 
apache instructions:
http://www.apache.org/dev/project-site.html#intro

Which means my cron svn update has group read-write permissions for 
anybody else to go in and update by hand if need be in the future.

I have my cron job run every hour on the 5.  However, if you need to 
update manually, according to the admin of people.apache.org:

"When commits are made to the website, the user who made the commit then 
logs into people.apache.org and runs `umask 2; svn up` in the target 
directory.  Changes will get pushed live on an hourly basis."
