What Moodle version are you using?
The om moodle plugin version 2.0.2.3 (2017031011) is for Moodle 2.9, 3.0, 3.1 and 3.2 only.

[~solomax] can you write a version check of the OM version for the om moodle plugin, which controls during the upgrade process of the plugin if the right/required OM version is installed (aka $plugin->om_version = '3.2+'; form the version.php)?
