Installing AXIS2 with tomcat using JRE - not JDK

Hi,

 

I need to create an installer that incorporates AXIS2 with Tomcat
bundling the JAVA JRE. (There

are issues bundling the JDK - not the least of which is the size.) When
AXIS is run for the first 

time it configures the system and as part of this it compiles all of the
jsps (needs Java compiler).

How can I set up an installer with this and any other work the JDK is
needed for done in advance

so I do not need to bundle the JDK?
