it seems that from reading through the comments:

1) this may or may not be a useful lookup
2) we're extremely unlikely to implement a "whois lookup" plugin due to the ddos effect on the whois 
servers
3) we could write a rule to query via dns or something (senderbase, surbl, uribl?) to get this kind of 
information, but until such a service exists/allows us to query it there's not much we can do.


So unless there are any other suggestions, I'd recommend closing this ticket as LATER or WONTFIX, with 
the ability to reopen when the information is made available in a better manner that is easily testable.
