Unfortunately during the fix on installer I have also found that proble is an issue in Flex SDK itself. I have fixed it and process of releasing next version of sdk is ongoing. -> [here|http://apache-flex-development.2333347.n4.nabble.com/VOTE-Release-Apache-Flex-SDK-4-16-1-RC2-td64935.html]. In order to try Release Candidate 2 of Flex SDK 4.16.1 you have to right click on drop down list in the installer and choose "Show Dev builds" - RC2 will appear on the list. Try and let me know.
