[codec] Csv's

I've a CSVReader, CSVWriter, and POI versions [well poi reader yet to be
written].

Would these go better in codec or io or not really fitting for Jakarta??

I just type cvs too often to get CSV typed correctly :)
I meant CSV :)
btw I like to see them in commons, but it will end up more for
db.apache.org if it is left up to me :) (written a simple db system
around csv a long while ago..)

The cvsreader afaik is also used in turbine..
Probably fits into io a bit (assuming it's build on that).
When I think of codec cvs stuff doesn't really go through my mind to be
honest..
