Artemis: ActiveMQJMSConstants.INDIVIDUAL_ACKNOWLEDGE: Messages are not re-delivered if last-value-queue is set as true

if ActiveMQJMSConstants.INDIVIDUAL_ACKNOWLEDGE is used as acknowledgement
option and queue is marked as last-value-queue, then calling recover() on
the JMSContext does not re-deliver the message.

Please see the attaced broker.xml for the reference.
