jnlp:install goal ???

Is there any way to install a jnlp file for use with another project?  My
jnlp module and war module are separate, but I would like to list the jnlp
module as a dependency for building the war project.  
How do people work with the jnlp goal currently?  Is it meant to be used
standalone, or included into a war file?
