It looks like Tenant user authentication fails due to some reason.

Scenario 1:
1. Start Apache Stratos Controller (SC).
2. Login to SC web UI using https://hostname:port/carbon
3. Create a new Tenant.
4. Logout from SC.
5. Try to login again using the Tenant user created. 

Scenario 2:
1. Start Apache Stratos Controller (SC).
2. Login to SC web UI using https://hostname:port/carbon
3. Create a new Tenant.
4. Build Apache Stratos CLI module.
5. Try to login to CLI using above Tenant user credentials.
