RMAppAttempImpl  will be moved to RMAppAttemptState.SCHEDULED once  RMAppAttemptEventType.ATTEMPT_ADDED fired from scheduler. So from ClientRMService, move app can block any operation if the currentAppAttempt's state is not yet reached RMAppAttemptState.SCHEDULED. (ie; in effect NOT of SUBMITTED or NEW).
