Removing server that is offline from quorum
I am trying to figure out if it is possible to remove a node that is offline from quorum.
Use case is my one data center is offline and I need to programmatically reduce quorum to the number of available nodes in another dc.

Yes, you can do a reconfig to remove that server as long as majority of the
servers are up.
Otherwise the system isn't accepting commands.
