shows tables wrapping to wrong pages

This is a problem which has been bugging me for years with Open Office: it
doesn't place my tables on the page properly.  It moves a table to the next
page even when there is plenty of room.  

Open the attached "Test.odt" and you will see the problem.  Table 2 would fit
on page 1 but is placed at the top of page 2.  

Place the cursor just before the text "Table 2" and hit Enter to add a line
between tables 1 and 2 on page 1.  Hit Enter several more times and table 2
will pop back onto page 1.  Now you can backspace to eliminate the extra lines
between the tables and table 1 will stay on page 1.  At random times or after
closing and opening the file you will see the original problem reappear,
however -- this doesn't fix it.

This is a very common document format for me -- graphics in tables.  I do lab
reports like this all the time, and this happens in almost every document.  I
don't think the problem is due to size-reduced pictures.  I often put .emf
vector-line drawings into tables like this and have the same problem.

Reproducible with reporter's sample document and "AOO 4.0.1 – German UI /
German locale [Rev. 1524958 2013-09-20 11:40:29]" on German WIN7 Home Premium
(64bit)", “historic” 4.0 User Profile used for all predecessor versions:

1. Open document from AOO start center
2. Click behind first text line above tables
   > caret flashes behind dot
3. <Enter>
   Unexpectedly second table switches to page 2                        :-)
4. Undo (icon) removes empty paragraph of step 3, but does not bring back 
   second Table to page 1

I know these effects, see them from time to time, but mostly the results are
much more unpredictable than with this sample document.

@gerritb:
Any Idea why the bug is so easy reproducible with your sample document and the
effect is so extreme? Size reduced pictures or whatever?

Sample created from the scratch

I created a Sample document from the scratch with "AOO 4.0.1 – German UI /
German locale [Rev. 1524958 2013-09-20 11:40:29]" on German WIN7 Home Premium
(64bit)", “historic” 4.0 User Profile used for all predecessor versions:

1. From AOO Start Center new Document (A4)
2. 4 Lines with "x" <Enter>
3. Insert Table (Icon) 2 columns 1 Row
4. Adapt column width more or les 1/3 - 2/3
5. >Print> Key to create screenshot
6. Paste Screenshot into right cell with <control+v>
7. Right click into empty cell ->  Table Properties -> General -> Spacings - 
   Below = 3mm' [ok]
8. Click above table, select until below table, <control+c> for Copy
9. Click below cell
10. <control+v> for paste
   Table copy appears on page 1
11. <control+v> for paste
   Third Table  appears, also on first page
12. <control+v> for paste
   new Table copy appears
   Expected: 3 Tables on Page 1, 1 Table on Page 2
   Actual: 2 Tables on each page                              :-(
13. Click into empty paragraph between x-rows and first table
14. <Enter> 
    Expected: only new line
    Actual: new line + third Table jumps back to Page 1       :-(

There might be smaller differences in effects depending on column widths and
whatever else, but in 3 attempts I always saw those unexpected Table jumps
between the pages.
