    `tools/winlibs.R`  tries to download a libarrow zip matching the version (12.0.0.900 here) but the nightlies are numbered consecutively (which is a recent'ish change from being date based) so we would need to beef up the script in that regard.
   
   I will have a look at the upload @nealrichardson
