Divesh,
In the OrderList screen, the order status is showing as 'Created'.
As mentioned, it only happens when the product type is of 'Service'

Aswath, When we create sales order, Order is created in Approved status. Link is given for "Hold Order".
I tried all the steps given by you by adding SV-1000 into the cart. No link was given for 'Approve order' as order was already created in Approve order status. Tried these steps for r763532 and for the latest revision as well. Can you give more details to reproduce these error.

Open the "Order Status" block in the bottom.
Here you can specify the default order status for any sales order.
Give it a try and let us know what you see Divesh, Deepesh.

I did this when product type is of 'Service' . Its working fine. Please try on latest revision. Hope that may help you

The following steps by Deepesh are correct . Please specify 'offline
payment (mail check/moneyorder)'. You will see a 'Approve order' link.
When you click on Approve order, you get errors.

Hello Aswath, Can you confirm that when you create order , in which status it is? I again tried by following Deepesh's steps. In that case order is in "created" status. And after clicking on "Approve order" link its working fine. But error which you posted, is like "complete" status can not be changed to "Approved " status. And this is very true. Once the order is completed it can not go back to Approved status. Instead Approve order link should not be shown if order is completed.

Divesh, the key to get the link for "Approve Order" is to select "offline payment" in order entry payment settings while creating sales order. This way the order is in "Created" status and there is a link to explicitly Approve order.

Thanks Ashish for sharing the link, from there the Order Status can be specified for product store.
Actually after reading the first two comments i thought may be while creating sales order to reproduce the error the payment setting thing might be resulting in not getting the "Approve Order" link on the order detail page. Because generally we select COD or Visa and they result in order created in "Approved" status and selecting Offline payment results in "Created" status.
