[PR] KAFKA-15849: Fix ListGroups API when runtime partition size is zero [kafka]
dongnuo123 opened a new pull request, #14785:
URL: https://github.com/apache/kafka/pull/14785
When there's 0 runtime partition, the existing ListGroup implementation won't schedule any operation, thus a `new CompletableFuture<>()` is returned directly and never gets completed.
This pr adds a check for 0 runtime partition and returns a completedFuture if the check passes.
