Hmm. If you call the restart process "reload" that doesn't change the reality.
The supported interface for controlling apache is the apachectl script, where
you have the options 'start', 'restart' and 'graceful'. That latter provides a
graceful restart, which holds the children until their connections are gone.

I'm wondering how do you get the impression, that there's any "reload" support
in apache.
Additionally mod_ssl for 1.3 is not maintained here, you should contact your
vendor (modssl.org?) for support regarding this.
