[BUG]: "ProxyBlock is not implemented in 1.1.3" on Solaris 2.x (fwd)

That's right. No further work is planned for the 1.1 proxy.

As the docs state:

"Compatibility: ProxyBlock is only available in Apache 1.2 and later."
