[PR] GH-2902: Fix: Work with Shiro-style resource names [jena]
afs opened a new pull request, #2917:

It turns out that Shiro handles resources in its own way. A file name is "`file:<unencoded path>`", not an encoded path as in `file:` RFC IRI.
This showed up on the ASF Jenkins build because we have jobs with spaces in their names and the name is used to create the directory for the build.

The unit-test-and-build failure is because `jena-base` has changes and part of Fuseki depends on the change.
