       Should we give this method a clearer name: `getMissingResources`, `getOutstandingResources`, or so?

       I would suggest to give this method a different name because here it means the required resources to fulfill all requirements whereas `notifyResourceRequirements` specifies the absolute set of required resources. I can see that this will cause confusion (at least it happened to me).
