I added a link to KEYS from the svn.
http://svn.apache.org/repos/asf/ctakes/trunk/KEYS
James, could we move the KEY's to the dist area? once that's done, I can update the link on the downloads page to point to http://www.apache.org/dist/ctakes/KEYS
