> {{get_sysprep_skip_copy_tarballs_hdfs()}} in {{ambari-common/src/main/python/resource_management/libraries/functions/copy_tarball.py}} looks for {{cluster-env}} in the wrong place, hence always returns {{False}}. This causes all scripts that use this function to unnecessarily copy to HDFS files that are already present in sysprepped environment.
