*Download does not occur at all. Sourceforge redirects to post-download
page. No dialog box appears, nor does any warning from Windows 8.1 or
Chrome.Direct link or Torrent option for updates and/or installs would be
preferable.*

Thanks for your details.

I've tested the download a few seconds ago and don't see a general problem.

If you prefer a direct link you can use the one the Sourceforge download 
page (look for "direct link" in the black box).

If you don't see this use the following link:
