* A Threads.sleep() call within a while(true) loop is corrected in this jira since it's hard to separate it from another sleep nearby, though it's more suitable to be fixed by HBASE-10516
* The handling of InterruptedException of some similar methods in FSUtils are all different from each other:-(, I just correct the handling if it's not properly handled but not align their handling among those methods. Sounds we should figure out a same handling theme for them (the method names are setVersion, checkClusterIdExists, setClusterId and waitOnSafeMode)
