You problem does not have anything to do with the {{templateDirectory}} parameter. When you run:
{{mvn changes:announcement-generate}}
Maven will start by executing this on the parent project. That project doesn't have any issue management system configured, which is why you get this error message:
_No releases found in any of the configured issue management systems._
