Performed upgrade from 3.0.7 to 4.3 CS
Called API upgrade router template with account id 

Bug:
noticed Routers are starting with old System VM  template even if its showing as requires upgrade as true.

Mainly happening with VMware routers

Attaching Ms logs for the same
