[VOTE] Apache Hive 2.3.8 Release Candidate 1

Apache Hive 2.3.8 Release Candidate 1 is available here:

Maven artifacts are available here:
https://repository.apache.org/content/repositories/orgapachehive-1103
The tag release-2.3.8-rc1 has been applied to the source for this
release in github, you can see it at
https://github.com/apache/hive/tree/release-2.3.8-rc1
Voting will conclude in 72 hours (or whenever I scrounge together enough
votes).

Sorry folks, there is one more security fix (
https://issues.apache.org/jira/browse/HIVE-22708) that the community would
like to add to this release. I'll cancel this and start a new RC & vote
later.
