[PROPOSAL] split Settings into API, common and implementations

hi,

the current Settings bundle is tightly coupled to Sling's Launchpad (Sling 
Properties), so I propose to split it into API, common and an implementation 
bundle per launcher. A first shot is available in my whiteboard:
