BIGTOP-2706 Apex dependency issue

Dear Bigtop Community,

Recently there has been an issue identified with Apex package(rpm/deb)
related to dependencies of Apex in rpm & deb. BIGTOP-2706 captures the
issue.

We would like to fix that issue and for that I've created a PR:
https://github.com/apache/bigtop/pull/188

If you get time, can you please take a look at the PR and merge?
