Template files

This is the scenario, I have one application and I want to deploy it to 3
different locations.

For each location I have a filter file and a run script. 

e.g filter-London.properties, London.sh,
and
filter-NewYork.properties, NewYork.sh

Is it possible to use a templateRunScript.sh, and generate London.sh and
NewYork.sh from the filters?
