   ### Motivation
   
   - precreate readonly path to avoid confused messages
   - use high disk usage thresholds to tolerant running standalone on dev machines that have little spaces.
   
   ### Modifications
   
   Update the base configuration in LocalBookkeeperEnsemble used for standalone pulsar
   
   ### Result
   
   This addressed the concerns raised in `Motivation`.
